FIFA confirm transfer rule change that could affect clubs including Spurs

FIFA have confirmed that new steps have been taken to reform the transfer system in football, according to a report by Football.London.

During a meeting held at Zurich with the FIFA Football Stakeholders Committee, it was agreed that a new system for training rewards would be introduced along with limits on loan players.

The details of the training reward system are as of yet unclear but it is said that it will be financed by an additional 1 per cent levy on transfer fees, and will “encourage and reward the training efforts of clubs”.

There will first be a consultation process to agree on the costs to clubs of training players before parameters can be set, with the rule unlikely to come into effect before 2022.

However, the change regarding the limits on loan players will affect Tottenham in a major way along with the other big clubs.

According to the announcement, from July 2020, there will be limits on international loans of players aged 22 and older, with only eight international loans in and out permitted for the 2020/21 season.

This number will then be reduced to six loans in and out by the 2022/23 season, with a maximum of three loans in and three out between the same clubs.

This will mean that big clubs cannot use the loan market to keep a large number of young talents on their books without either giving them a pathway to the first team or moving them on.

Spurs currently have thirteen players out on loan in the form of Danny Rose, Kyle Walker-Peters, Jack Clarke, Luke Amos, Anthony Georgiou, Timothy Eyoma, Jack Roles, George Marsh, Kazaiah Sterling, Cameron Cater-Vickers, Brandon Austin, Armando Shashoua and Shilow Tracey, with the majority of them falling in the under 22 age category.

I believe this rule change is a positive one for the game as some clubs like Chelsea and Manchester City have been stockpiling young talents over recent years without handing them opportunities. This will mean that clubs will be forced to taking tough calls on young players pretty early on rather than just letting them hang around till they are 22 or 23.

The club might have to move on several of these players with in the next year or two.
