According to BBC Sport, Genoa want to sign Djed Spence permanently but wish to do so for a fee lower than the clause stipulated in the loan agreement.

Spence joined Genoa on loan in January and his spell at the Serie A side has been relatively successful.
Although the right-back has not been a nailed-on starter for Alberto Gilardino’s men, he has amassed a total of 16 matches in the league and 851 minutes of football under his belt, delivering some impressive displays (Transfermarkt).
It was suggested by Football.London’s Alasdair Gold a couple of days ago that we had already seen the last of Spence in a Tottenham shirt and that Spurs will look to move him on permanently this summer.

BBC Sport have now revealed that Genoa do wish to add the 23-year-old to their squad ahead of the start of the 2024-25 campaign.
However, the Serie A club allegedly do not intend to activate the £8.5m option to buy the player present in the deal agreed with Spurs back in January.
Instead, Genoa are thought to have asked the North London club for a discount for the former Middlesbrough full-back.

£8.5m is a discounted fee to begin with and I am not sure if Tottenham will go much lower than that figure, particularly given that Spence will have a few suitors in English football. Perhaps Spurs will try and use the right-back as a bargaining chip to land Albert Gudmundsson from Genoa.
